The video was posted to You Tube and has already garnered nearly a million views.
The cyclist — who was identified by Ottawa police on Monday as Gatineau resident Alexandre Remi Baril-Picard, 30 – was charged on Saturday with failing to stop at a red light.
Police say he walked away from the incident with only a sore hip.
Evidence showed that Neely had been trying to remove the stickers when law enforcement officers arrived at his home that evening.

Marshall Neely III, 58, was indicted and charged in the Middle District of Tennessee with reckless aggravated assault, lying to a federal agent and obstruction of justice.
